A college acceptance letter is written when a college accepts a student after going through his/her past records. Universities also send a university acceptance letter. There are absolutely no conditions in such letters as the institutions are absolutely accepting the student without any minimum requirements which he/she must fulfill.
It is best to keep a formal tone, but these days most colleges have started using a humorous tone in order to involve the students. However, you must always sound professional whenever you are accepting a student.
